| News Inaugural speech urges country to end divisions WASHINGTON - William Jefferson Clinton recited the presidential oath for the second time yesterday, praising the achievements of the 20th century and asking Americans to take responsibility in the next millennium to end social and political divisions. The first Democratic president in 60 years to be sworn in for a second term, Clinton declared that the nation has reached "another time to choose" on its "American journey."
